Divisive, populist and ethno-nationalist rhetoric has no place in our politics. Instead, robust international alliances and institutions, and inclusive and sustainable growth should be the underpinning of America’s foreign policy and global economic engagement.

 We must put our country and our citizens on the right trajectory for 21st Century realities.

 ALI’s comprehensive vision embraces a realistic policy framework that will strengthen and reform our global alliances and institutions and double-down on our shared American values. Pursuing development, trade and diplomatic policies guided by these values will result in better, more sustainable outcomes for our country.

Our Policy Pillars

 

1. Advance Inclusive and Sustainable Economic Growth

  • America must pursue international and domestic policies that are sustainable, inclusive and democratic.

  • Implement a comprehensive domestic support system, including training and technical assistance programs to train American workers for the jobs of today and tomorrow.

  • Reform foreign assistance across its various entities to be more efficient and effective, while fostering civil society organizations, democracy and human rights.

  • Implement policies that promote greater income equality within and between countries.

  • Promote policies at home and abroad that advance racial equity, as well as equality based on gender and sexual orientation.

 

2. Pursue Trade for the Middle Class

  • America must pursue tough trade rules domestically while working with its allies to restore a strong international rules-based framework.

  • Negotiate high standard trade agreements across regions or sectors, with effective dispute resolution and enforcement mechanisms.

  • Work with allies to reform and strengthen international institutions, starting with the World Trade Organization.

  • Enact measures to level the playing field between labor and business in monitoring and enforcement of trade agreements.

  • Update trade remedy tools for more effective enforcement of trade, labor and environmental provisions.

  • Create legal aid fund to provide funding for workers, NGOs and small businesses who want to pursue trade cases.

  • Focus new trade policies and agreements on the industries of tomorrow.

 

3. Meet the China Challenge

  • The U.S. must work with its allies to develop polices to address the economic and security challenges posed by China’s political and economic model.

  • Vigorously pursue WTO cases against China’s market distorting practices, including exploring a nullification and impairment case against China’s WTO membership.

  • Negotiate high standard regional and sectoral agreements with like-minded countries.

  • Allocate additional funding to provide developing countries a credible alternative to China’s Belt and Road Initiative.

  • Increase government investment in U.S. R&D, key technologies and basic research.

  • Collaborate with China in areas of common interest or concern like climate change and pandemics.

 

4. Democracy, Human Rights and Rule of Law

  • Restore democracy, human rights and rule of law at home. American cannot promote these values abroad when they are not practiced at home.

  • These shared values should form the underpinning of U.S. relations with the rest of the world.

  • Pursue multilateral avenues for the promotion of democracy and human rights.

  • Organize a conference on Democracy, inviting democracies around the world to discuss how to strengthen democracy globally.

  • Engage, support and fund civil society organizations globally, encouraging local groups to build just societies.

  • Support anti-corruption measures at home and abroad.
